Healthy Homes compliance for Tauranga landlords
Since 1 July 2025, every private rental in New Zealand must meet the Healthy Homes standards. Dunmore Property Management checks each property we manage, from Katikati to Te Puke, against all five standards before it is let, keeps the records, and tells you in writing what needs doing and roughly what it will cost.
What are the five Healthy Homes standards?
The standards cover five things:
Heating: a fixed heater, or heaters, that can keep the main living room at 18 degrees.
Insulation: ceiling and underfloor insulation that meets the standard.
Ventilation: extractor fans in the kitchen and bathrooms, and windows that open in the living room, dining room, kitchen and bedrooms.
Moisture and drainage: working gutters, downpipes and drains, and a ground moisture barrier under an enclosed subfloor where one can be fitted.
Draught stopping: gaps and holes that let in draughts are blocked.
What happens before your property is let?
We check the property against each standard. If you have a current compliance report we use it; if not, we arrange an assessment from a Healthy Homes assessor at your cost. The findings go on your Property Record, and the compliance statement in every tenancy agreement comes from it. We don’t let a property until it meets Healthy Homes and smoke alarm rules.
What is a Healthy Homes assessment?
A Healthy Homes assessment, sometimes called a Healthy Homes inspection, is a visit by an assessor who measures the property against each standard and writes a report. The report shows what complies, what does not and what the work would involve. We arrange the assessment where one is needed; we are not assessors ourselves.
What does compliance usually cost?
It depends on the house. Small fixes, such as a draught strip or an extractor fan, usually cost a few hundred dollars. Insulation or a new fixed heater can run to several thousand. You get a quote before any work starts, and anything above $500 plus GST waits for your approval.
What are the penalties for not complying?
A breach of the standards can bring a penalty of up to $7,200, and leaving the compliance statement out of a tenancy agreement up to $500 for each tenancy. Tenants can ask for the compliance records, and the landlord has 21 days to provide them. We keep those records on file for you.
Does compliance stop once the tenant moves in?
No. The home has to keep meeting the standards for the whole tenancy. Heating, fans and signs of moisture are checked at every routine inspection, and anything that has stopped working goes straight into our maintenance process.
Frequently asked questions
Is Healthy Homes work included in the management fee?
Checking compliance and keeping the records are part of the one management fee. The work itself and any assessment are paid by you at cost, with nothing added. Larger upgrades run as a project are quoted separately first.
Can you take on a property that doesn't comply yet?
Yes. You can sign with us first, and we get the property compliant before it is listed.
Who is responsible for compliance, me or you?
The legal duty sits with you as the landlord. We manage it for you: the checks, the quotes, the work and the paperwork.
Are smoke alarms part of Healthy Homes?
No. Smoke alarms are a separate legal requirement. We check them at the same time and before every tenancy.
